Sanctioning is the act of imposing penalties or coercive measures by states or international organizations to influence behavior, usually in response to perceived wrongdoing, and can also mean formal approval or authorization for an action; thus to sanction a project can mean to authorize it.

In international affairs, sanctions aim to compel compliance, deter the perpetration of undesirable behavior, or signal disapproval. They may target governments, specific individuals, or sectors of the economy.

Common instruments include economic and financial measures (asset freezes, banking restrictions, trade embargoes, sanctions on particular industries), travel bans, arms embargoes, and export controls. These can be unilateral or coordinated through multilateral bodies such as the United Nations, the European Union, or regional groups.

Sanctions can be comprehensive, affecting broad sectors, or targeted (smart sanctions) focusing on elites, government agencies, or specific activities, with humanitarian exemptions to allow essential aid.

Effectiveness is debated. Some regimes change policy, while others adapt or circumvent restrictions. Sanctions can impose hardship on civilians, raise humanitarian concerns, and may entrench political elites. Compliance and enforcement depend on gaps, enforcement capacity, and the willingness of other states to participate.

Legal bases vary: UN Security Council resolutions authorize international sanctions; regional organizations create regimes; domestic laws implement measures. The designation and removal of targets follow procedures intended to ensure due process, transparency, and review.

Sanctioning remains a popular but contested tool of foreign policy, with ongoing discussion about effectiveness, design, and humanitarian impact.
