Samfunnsoppgaver refers to the tasks and responsibilities that society as a whole, often carried out by the public sector, undertakes to ensure welfare, order and sustainable development. The concept is used in policy, political science and public administration to discuss what needs to be provided or regulated for the community to function, and who should carry out these tasks.

In Norway, samfunnsoppgaver are typically organized among the three levels of government: the state, the counties (fylker) and the municipalities (kommuner). Examples of common samfunnsoppgaver include education and compulsory schooling, healthcare and social services, child and elder care, pensions and social security, defense and public safety, infrastructure and transport, environmental protection, housing, culture and cultural heritage, research and innovation, and judicial and regulatory functions.

The allocation of tasks reflects principles such as subsidiarity, equity and efficiency. Debates often focus on the scope and funding of public provision, whether services should be universal or targeted, and the balance between public provision and private or civil society participation. Funding is predominantly via taxes and public contributions, with reforms often aiming to improve accessibility, quality and cost-effectiveness.
