Päästövelvoitteet refer to obligations or commitments related to emissions, most commonly in the context of environmental regulations and carbon markets. These obligations are typically placed upon entities, such as companies or industries, to limit or reduce their release of greenhouse gases or other pollutants into the atmosphere. The purpose of päästövelvoitteet is to incentivize cleaner production methods and to contribute to broader environmental protection goals, such as mitigating climate change.

One of the most prominent examples of päästövelvoitteet is found within emissions trading systems, often referred to as cap-and-trade. In such systems, a limit, or cap, is set on the total amount of emissions allowed. Companies are then allocated or can purchase emission allowances, which represent the right to emit a certain amount of greenhouse gases. If a company emits less than its allotted amount, it can sell its surplus allowances to another company that has exceeded its limit. This creates a financial incentive to reduce emissions.

In Finland, and more broadly within the European Union, päästövelvoitteet are a key component of climate policy. The EU Emissions Trading System (EU ETS) is a prime example, covering a significant portion of the bloc's emissions. National legislation may also introduce specific päästövelvoitteet for sectors not covered by the EU ETS or to supplement existing frameworks. Compliance with these obligations is monitored, and penalties may apply for non-compliance, further reinforcing the importance of managing and reducing emissions.
