Politikrammer refers to the cognitive and communicative frames that political actors use to present and interpret policy problems, causes, and solutions. They shape how issues are understood by the public, media, and decision-makers and can influence agenda-setting, legitimacy, and policy trajectories.

The term combines politik (policy/politics) and ram, meaning frame or framework. It is used primarily in Swedish-language scholarship and in comparative studies of policy communication to describe how actors construct problems and justify actions within specific interpretive lenses.

A politikram can include elements such as: problem definition (what is the issue and who is affected), causal attributions (who or what caused it), moral judgments (who is responsible or virtuous), proposed remedies and policy instruments, and the types of stakeholders promoted or marginalized. Frames are not fixed; they compete and shift with political events, elections, and media coverage, shaping what counts as a viable solution and which actors gain credibility.

Applications of the concept appear in analyses of debates, campaign messaging, and policy proposals. Researchers use politikrammer to explain why certain policies gain support or fail, and to understand dynamics in media discourse and public opinion. Examples include frames around climate policy (environmental responsibility versus economic cost), immigration (security versus humanitarianism), or taxation (fairness versus growth).

Critique and limitations include the risk of oversimplifying complex policy processes and reflecting framers’ biases. Methodological approaches often involve content analysis, discourse analysis, and comparative case studies to identify dominant frames and their evolution across actors and contexts.
