Policyanalytic refers to the systematic evaluation of public policy options to inform decision makers. It combines evidence gathering, normative judgment, and analytical modeling to assess potential impacts, costs, benefits, and trade-offs of alternatives. Policy analysts typically undertake problem definition, agenda setting, option generation, impact forecasting, risk assessment, and evaluation design, and communicate findings to policymakers, stakeholders, and the public.

Methods used include quantitative analyses such as cost-benefit analysis, cost-effectiveness analysis, econometric or quasi-experimental evaluations; and qualitative approaches such as logic models, theory of change, case studies, and stakeholder analysis. Tools like program evaluation, simulation models, and decision-analytic frameworks support comparison of options under uncertainty. The field spans domains such as health policy, education, environment, economics, security, and social services, and is practiced in government agencies, think tanks, universities, and international organizations.

Historically, policy analysis gained prominence in the mid-20th century with the rise of systematic public policy evaluation and organizations like RAND; over time it has formalized into academic curricula and professional standards. Ethical considerations emphasize transparency, accountability, replicability, avoidance of conflicts of interest, and explicit articulation of value judgments and assumptions. Limitations include data limitations, uncertainty about outcomes, political pressures, and the challenge of measuring societal welfare.
