Plebiscites are direct votes by eligible citizens on a specific political question, intended to gauge public will on an issue such as constitutional reform, territorial changes, or policy direction. The term derives from Latin plebiscitum, meaning "decree of the people." In modern practice plebiscites are a form of direct democracy used alongside elections; they differ from general elections in focusing on a single issue rather than selecting representatives.

Plebiscites can be binding or advisory. A binding plebiscite compels government action or constitutional change if the law provides for it; an advisory plebiscite expresses opinion and guides decision-makers without creating a legal obligation. They can be initiated by the executive, legislature, or through popular initiative, depending on national law. The questions are typically structured as yes/no or a choice among options, and turnout thresholds, campaign rules, and oversight vary.

Notable applications include the 1988 Chilean plebiscite on Augusto Pinochet's continuation in power; the 1916 and 1917 Australian plebiscites on military conscription (which asked voters to authorize conscription but were advisory, not legally binding); and various other national or regional cases used to legitimize major constitutional or territorial decisions.

Critics argue that plebiscites can oversimplify complex issues, be influenced by campaigning, timing, or wording, and may produce results that do not translate into implementable policy without appropriate legal mechanisms.
