Planproces, or planning process, refers to the organized sequence of actions through which authorities develop, consult on, and adopt a plan that governs the use of land and resources in a defined area. The goal is to coordinate housing, transportation, environment, economy, and public services while safeguarding public interests and rights.

Typical stages include: initiating the project and setting objectives; collecting data, assessing existing plans and legal constraints; developing design alternatives and a draft plan; public participation and stakeholder consultation; impact assessment and refinement; formal decision-making and adoption; publication and entry into force; and later monitoring and revision.

Key actors: municipal or regional planning authorities, national agencies where relevant, developers, residents and businesses, advocacy groups, consultants, and the general public.

Outputs and tools: maps and documentation such as zoning plans or master plans; scoping reports; impact assessments; and final binding plans.

Legal and procedural context: plan processes are usually governed by spatial planning or environmental laws; require consultation, sometimes hearings, objections or appeals, and a defined period for adoption. The process aims to be transparent, participatory, and evidence-based, with opportunities to revise plans in light of feedback.
