Planarbeten is the set of activities involved in developing plans for land use, zoning, and related development projects. The term is used in Swedish urban planning and civil engineering to describe the systematic work from initial study to adopted plan, including site analysis, concept proposals, and documentation.

In Sweden, planarbeten are governed by the Planning and Building Act (Plan- och bygglagen, PBL) and related regulations. Planning documents include the översiktsplan (municipal comprehensive plan) that sets strategic goals, and the detaljplan (detailed development plan) that regulates specific parcels. The planarbete can also involve a planprogram to outline objectives and content. Depending on the project, an Environmental Impact Assessment (MILJÖKONSEKVENSBESKRIVNING, MKB) or equivalent may be required.

Workflow typically begins with knowledge gathering and mapping, followed by technical studies (topography, hydrology, transportation), stakeholder analysis, and the preparation of planning proposals. The process includes formal consultations (samråd), revisions (granskning), and adoption by the municipal council. After adoption, the plan enters into force and may be appealed.

Participants include the municipal planning department, private developers, landowners, engineers, architects, ecologists, and residents. Public participation is a central element, with meetings, exhibitions, and comment periods.

Outputs of planarbeten include planförslag (plan proposal), technical reports, and ultimately binding plan documents (detaljplan or översiktsplan) that guide zoning, building permissions, infrastructure, and environmental considerations. The aim is to create a coherent framework for future development while balancing economic, social, and ecological interests.
