översiktsplan

An Översiktsplan, which translates to "overview plan" or "master plan" in English, is a strategic land-use planning document used in Sweden. It is a fundamental tool for municipalities to outline their vision and intentions for future development within their geographical area. The Översiktsplan sets the overarching goals and principles for how the municipality wants to develop its built environment, natural resources, and infrastructure over a longer time horizon, typically 15-20 years.

This planning document is not legally binding in the same way as a detailed zoning plan (detaljplan). However, it provides guidance and direction for future detailed planning decisions. It is a crucial document for informing decisions about where new housing, businesses, infrastructure, and recreational areas should be located. The Översiktsplan must consider a wide range of societal interests, including environmental protection, cultural heritage, accessibility, and economic development. It also plays a role in communicating the municipality's development strategy to residents, businesses, and other stakeholders, and is subject to public consultation during its development and revision.
