A permit-to-work system is a formal, documented process used in industries with hazardous operations to control certain tasks by requiring authorization before work begins. It aims to ensure hazards are identified, risks assessed, and appropriate control measures implemented, including isolation of energy sources and readiness for emergencies. The term permit-to-work system is often shortened to permit system and is used globally in sectors such as oil and gas, construction, and manufacturing.

The system applies to high-risk activities such as hot work, confined space entry, electrical and mechanical work, work at height, line breaking, and excavation. Typical permits include hot work permits, electrical work permits, confined space entry permits, and general work permits. The permit records location, scope, hazards, control measures, PPE, and time limits, and defines the responsibilities of the people involved.

The lifecycle: a permit is prepared by a responsible person after risk assessment, reviewed and authorized by an appointed permit issuer or manager, issued to the work site, and kept in force for the duration of the activity or until all specified controls are in place. Work proceeds under supervision, with continuous monitoring and the ability to suspend work if conditions change. When completed, the permit is closed, energy sources are restored, and the area is cleared.

Key roles include permit requester/preparer, permit issuer/authorizer, and permit receiver/supervisor. The system is supported by training, audits, and integration with broader safety management systems. Documentation is retained for audit purposes.
