Pasay, officially the City of Pasay, is a highly urbanized city in Metro Manila, Philippines. It lies along the southwestern part of the region, facing Manila Bay, and is part of the National Capital Region. The city forms part of Manila's urban core and functions as a commercial and transportation hub.

Pasay hosts major commercial and entertainment districts, notably the Entertainment City complex along Manila Bay, which includes integrated resorts, hotels, and convention facilities. The city is also home to the Mall of Asia, one of the largest shopping malls in the world, and to City of Dreams Manila, a luxury casino and resort. The Cultural Center of the Philippines (CCP) campus on Roxas Boulevard is a leading performing arts venue. Ninoy Aquino International Airport (NAIA), the main international gateway to the Philippines, is located in Pasay.

Historically, Pasay developed as part of the greater Manila area and grew rapidly during the 20th century as commerce and tourism expanded in the metropolis.

Administratively, Pasay is governed by a mayor, vice mayor, and city council. The city is one of the smaller land-area components of Metro Manila but has a dense population and high urban activity. It is served by major roads such as Roxas Boulevard and Taft Avenue, with rail connections at Baclaran as part of the LRT-1 network, and access to NAIA and other gateways through road networks.
