Opiskeluluvat, or study permits, are official documents required by non-EU/EEA citizens who wish to undertake studies in Finland. These permits are issued by the Finnish Immigration Service (Migri). The purpose of an opiskelulupa is to allow a foreign national to reside in Finland for the duration of their studies at a recognized educational institution.

To be eligible for an opiskelulupa, applicants typically need to demonstrate acceptance into a full-time study program at a Finnish university or university of applied sciences. They must also prove sufficient financial means to support themselves during their stay in Finland, without relying on public funds. This often involves presenting bank statements or scholarship confirmations. Proof of accommodation and valid travel insurance are also common requirements.

The application process for an opiskelulupa is usually initiated online, followed by an in-person interview at a Finnish embassy or consulate abroad, or at a Migri service point within Finland if the applicant is already legally present. Processing times can vary, and it is advisable to apply well in advance of the intended start date of studies.

An opiskelulupa is granted for a specific period, usually corresponding to the length of the study program, but often with an initial validity of one or two years. It can be extended if the student continues their studies and meets the ongoing requirements. Holders of opiskeluluvat are generally permitted to work part-time during their studies, with restrictions on the number of hours per week.
