OEI stands for the Organization of Ibero-American States for Education, Science and Culture. It is a regional intergovernmental organization that brings together Ibero-American governments to promote cooperation in education, science, and culture. The OEI operates to foster policy dialogue, capacity-building, research, and exchange programs across member states.

Its mandate includes supporting education reform, improving literacy and teacher training, advancing scientific collaboration, and preserving cultural heritage. The organization aims to strengthen regional ties, share best practices, and help member countries address common development challenges through coordinated programs and initiatives.

Membership and governance: the OEI comprises most of the Spanish- and Portuguese-speaking countries in Europe, the Americas, and the Caribbean. Governance is organized through a General Assembly of member states and an executive leadership structure that includes a Director General and a Secretariat based in Madrid, Spain. The organization also coordinates with national ministries of education, science, and culture to design and implement its programs.

Activities and programs: the OEI provides technical assistance and policy support, develops curricular resources and educational materials, and promotes regional cooperation among universities and research centers. It also runs teacher networks, organizes conferences and seminars, publishes studies and guidelines, and maintains digital resources and exchanges for students, teachers, and researchers. Through these activities, the OEI seeks to enhance education quality, promote scientific development, and foster cultural exchange across Ibero-America.
