Nõukogust is an Estonian term that translates to "council" or "soviet." Historically, the most prominent use of this term in an Estonian context refers to the system of Soviets that existed during the Soviet occupation of Estonia. These Soviets were the governing bodies at various administrative levels, from local municipalities to the Supreme Soviet of Estonia, which was the highest legislative body during that period. Membership in these Soviets was typically determined through elections, although the electoral process was controlled by the Communist Party.

The concept of Soviets as a form of political organization originated in Russia during the 1905 revolution and became a cornerstone of the Bolshevik government. Following the Soviet occupation of Estonia in 1940, the Estonian political system was restructured to incorporate the Soviet model. Estonian citizens were involved in these Soviets, participating in elections and holding positions within them. However, their autonomy and decision-making power were ultimately subordinate to the directives of the Soviet Union.

After Estonia regained its independence in 1991, the Soviet-era Nõukogud system was dismantled. The current political structure of Estonia is based on a parliamentary republic, with legislative power vested in the Riigikogu. While the term "nõukogust" can still be used in Estonian to refer to any council or advisory board, its historical association with the Soviet era remains significant in understanding Estonia's past.
