Mobilization, or mobilisatsioon, is the process of assembling and organizing people, equipment, and institutions for a coordinated action, typically in war or other large-scale emergencies. The term derives from Latin and French roots and signals the shift from a latent to an active, ready-to-use state. In modern contexts, mobilization encompasses military, economic, and civilian dimensions.

Military mobilization refers to activating and deploying a country’s armed forces and reserves. It includes expanding manpower through conscription or recall of reservists, shifting production and logistics to support the military, and coordinating command and control systems. Economic mobilization involves redirecting industrial capacity, materials, and labor to meet strategic needs, often requiring centralized planning, production scheduling, and rationing. Civilian or civil-protection mobilization covers emergency services, humanitarian relief, volunteer networks, and community resilience efforts to support society during a crisis.

Mobilization typically unfolds in phases: planning and warning, activation, execution, sustainment, and ultimately demobilization when normal conditions resume.
