Design and assessment practices aim to achieve lower toxicity through several approaches. Substitution replaces more hazardous ingredients with less toxic alternatives. Reformulation can reduce exposure by lowering volatility, skin absorption, or inhalation potential. Safer processing, containment, and lifecycle considerations further limit risk. Toxicology data—encompassing acute and chronic toxicity, ecotoxicity, and other endpoints—inform hazard classifications. Risk is characterized by combining hazard information with realistic exposure scenarios, sometimes guided by principles such as substitution (the least toxic alternative should be chosen when feasible).

Limitations and nuances exist. Lower toxicity is context-dependent, varying with exposure route, dose, duration, and species. A substance may be less toxic overall but still pose risks under certain conditions.
