Liberalizers are actors, policies, or processes that promote liberalization, the easing of restrictions on economic, political, or social systems to increase openness and freedom of choice. In economics, liberalizers aim to reduce barriers to trade, investment, and competition. In politics, they seek to expand civil liberties, democratic participation, and the rule of law. In social policy, they may advocate for greater individual rights and less state intervention in private matters. The term can describe individuals, reform movements, government programs, or international mechanisms that advance these goals.

Types and mechanisms of liberalization include: deregulation to remove unnecessary rules that hinder competition; privatization of state-owned enterprises to shift to market-based ownership; trade liberalization through tariff cuts and removal of quotas; liberalization of foreign direct investment and capital flows; and reforms that expand property rights and contract enforcement. Impacts of liberalization are debated. Proponents argue that openness increases efficiency, lowers prices, spurs innovation, and broadens consumer choice. Critics point to volatility, adjustment costs, and rising inequality if social protections and institutions do not keep pace. Historical examples include broad market reforms in various countries during the late 20th century, and ongoing debates over trade agreements and financial liberalization. In practice, liberalizers operate within complex political economies, balancing economic objectives with social and governance considerations.
