It encompasses the institutions, personnel, and procedures through which laws are executed and resources are managed. Core actors are civil servants and public agencies, supported by elected ministers who define policy priorities.

Functional areas include policy development, program implementation, regulatory enforcement, budget management, and service delivery. Administration translates laws into concrete programs, administers welfare, health, education, transportation, taxation, and public safety, and monitors compliance with standards and rights. Public administration aims to be efficient, lawful, neutral, and continuous across changes in government. The principle of impartiality means civil servants carry out duties without political bias, while accountability is maintained through oversight by legislatures, courts, audit institutions, and ombudsmen.

Legal frameworks rely on public or administrative law, governing relations between citizens and the state, as well as internal rules and ethics guidelines. In many countries, administrative courts review decisions, and ombudsmen investigate complaints. Historically, public administration has seen professionalization of the civil service, merit-based recruitment, and decentralization of authority to subnational units.
