Kulujõudu is a term used in Estonian-language discourse to describe the capacity of an actor, system, or community to expend resources such as time, money, energy, or materials while maintaining functional integrity. It denotes how much expenditure can be sustained before performance degrades, external support is required, or long-term viability is compromised.

Etymology: The word combines kulu (to spend, to use) and jõud (power, strength). In usage, kulujõudu is a metaphor for the “power to spend” resources and withstand associated stress.

Applications: In economics and sustainability studies, kulujõudu is used to discuss resilience and fiscal or ecological budgets. In engineering and operations research, it can describe allowable depletion rates or the margin of safety in a system. In everyday language, people may refer to their personal kulujõudu as the energy or time they can invest before becoming exhausted.

Measurement and limitations: There is no universal metric for kulujõudu. Assessments are context dependent and may rely on indicators such as reserve capacity, replenishment rates, or stress-test outcomes. Critics warn that it can obscure distributional effects, focusing on aggregate capacity rather than who benefits or bears the cost.
