Kontrolliympäristö, often translated as control environment, is a fundamental concept in internal control frameworks, such as the COSO framework. It refers to the overarching atmosphere within an organization that influences the control consciousness of its people. This environment sets the tone at the top and establishes the foundation upon which all other components of internal control are built.

Key elements of a strong kontrolliympäristö include integrity and ethical values, commitment to competence, the board of directors' independence and oversight, management's philosophy and operating style, and the organizational structure. When these elements are robust, they foster an environment where individuals are more likely to act in accordance with the organization's objectives and internal policies. A weak or compromised kontrolliympäristö, conversely, can undermine the effectiveness of even well-designed control activities, making the organization more susceptible to fraud, errors, and non-compliance. It is not a single policy or procedure, but rather a pervasive influence that shapes behavior and decision-making across all levels of an entity.
