In Dutch, the word combines knel (pinch) and punt (point), and it is used both literally (a physical constriction in infrastructure) and metaphorically (a constraint in planning, policy, or operations).

The concept is widely used in fields such as transport planning, logistics, manufacturing, information technology, and public administration. A knelpunt can arise from insufficient capacity, inadequate scheduling, regulatory barriers, or misaligned processes. Addressing knelpunten often requires identifying where the bottleneck occurs and understanding how it impacts the entire system’s performance.

Key indicators are throughput (the rate of output), cycle time, utilization of resources, and waiting times. Mitigation strategies focus on increasing capacity and improving flow. Options include expanding or upgrading facilities, reconfiguring processes, reallocating tasks, adding parallel processing, optimizing scheduling, and implementing technology or automation. Policy changes, better demand forecasting, and improved coordination among stakeholders can also reduce the impact of knelpunten and raise overall performance.
