Formal elements include cabinet meetings where decisions are taken collectively, and a governing program or coalition agreement that outlines policy priorities. Informal elements involve strategic coordination among ministers from different parties, shared messaging, and adherence to a principle of collective responsibility, whereby ministers are expected to publicly support cabinet decisions even if they privately disagree.

The concept is closely tied to the relationship between the cabinet and parliament. Ministers are individually accountable to Parliament, but they are also bound by cabinet discipline to present government policy as a single package.
