Jogszabálytervezet refers to a draft piece of legislation or a proposed law in Hungary. It is the initial stage of the legislative process, where a bill is formulated before it can be debated, amended, and potentially enacted. These drafts can originate from various sources, including government ministries, parliamentary committees, individual Members of Parliament, or even through citizen initiatives, though the latter has a specific, more complex procedure.

The process typically begins with the preparation of the text, which includes defining the purpose, scope, and specific provisions of the intended law. This draft is then usually subject to internal government review and consultation with relevant stakeholders, such as experts, professional organizations, and civil society groups. Following these consultations, the jogszabálytervezet is formally submitted to the National Assembly, the Hungarian parliament.

Once submitted, the bill enters the parliamentary debate. It goes through several readings, during which it can be amended by MPs. Committees often scrutinize the draft in detail, providing recommendations. If the bill successfully passes all readings and votes in the National Assembly, it is then sent to the President of Hungary for promulgation. The President can sign it into law or, in certain circumstances, refer it back for further consideration. Only after promulgation does the jogszabálytervezet become an official law.
