The word stems from the verb izabrati, meaning to choose or to elect. In everyday usage, the standard terms for the process are izbor or izbori, while izbiro may appear as a regional, historical, or variant form referring to a specific election event rather than the general concept.

An izbiro is usually organized by an electoral authority under a legal framework that defines who may vote, which offices are being elected, how ballots are cast, and how votes are counted and reported. Elections can be held at multiple levels, including national (parliamentary or presidential), regional, and local government.
