IRU, or the International Road Transport Union, is a global non-governmental federation that represents the road transport industry. It brings together national transport associations and independent operators to promote safe, sustainable, and efficient mobility for goods and people and to help shape international regulatory frameworks affecting road transport.

Founded in the postwar era, IRU is headquartered in Geneva, Switzerland, and engages with international bodies such as UNECE, EU institutions, and national governments to advocate for practical policy solutions, border-crossing facilitation, and better mobility infrastructure.

IRU conducts policy analysis and advocacy, develops industry standards, and provides services to its members. A central function is the administration and promotion of the TIR system (Transports Internationaux Routiers) for international road freight, in cooperation with UNECE, including the ongoing development of the digital eTIR system to streamline border procedures. The organization also offers driver training, safety programs, logistics best practices, and access to market data and industry guidance.

Membership includes national road transport associations and transport operators from numerous countries. Governance typically involves a general assembly and an executive body led by a president or secretary general, who oversees strategic direction and representation on the international stage.

IRU’s work supports smoother cross-border corridors, compliance with international rules, and efforts toward safer and cleaner freight transport, while balancing industry interests with safety, security, and environmental considerations.
