Interoperating, or the practice of achieving interoperability, refers to the process by which distinct systems, devices, or organizations are enabled to work together and exchange information in a meaningful way. It encompasses technical compatibility, data semantics, and organizational arrangements that allow coordinated operation across boundaries.

In information technology and digital ecosystems, interoperating relies on open standards, common data formats, application programming interfaces (APIs), and middleware that translate between systems. Technical interoperability ensures reliable data exchange; semantic interoperability ensures shared meaning of data; organizational interoperability covers governance, business processes, and policy alignment to support collaboration.

Common domains include healthcare, where standards such as HL7 and FHIR promote data sharing; finance and government portals; and telecommunications networks. Hardware and software interoperability is supported by communication protocols and standards such as TCP/IP, HTTP, REST, and data formats like JSON and XML, as well as platform-specific conformance programs. In industry, standards such as OPC UA enable interoperability across equipment and software from different vendors.

Challenges include legacy systems, divergent data models, security and privacy concerns, and vendor lock-in. Successful interoperating often depends on governance, a clear data model or canonical format, adapters or gateways, interoperability testing, and conformance certification, as well as staged roadmaps that align technical changes with organizational processes.
