Hulevesien is the Finnish term for stormwater, the surface runoff produced by precipitation on built and other impervious surfaces. In urban areas, hulevesien is collected through dedicated storm drainage networks and is often directed to retention or detention basins, infiltration trenches, or biofiltration facilities before being discharged to streams, lakes, or the sea. In older cities with combined sewer systems, heavy rainfall can cause overflows that release stormwater mixed with wastewater, creating flood and water quality risks.

The composition of hulevesien depends on land use and season. It may carry pollutants such as oils and metals from roads and parking areas, sediments from rooftops and construction sites, nutrients from soil and fertilizers, and debris. Because flows can be rapid and voluminous during storms, effective management aims to reduce flood risk while limiting pollutant loads to receiving waters.

Management approaches combine structural and non-structural measures. Structural solutions include detention or retention basins, infiltration trenches, permeable pavements, green roofs, bioswales, and constructed wetlands. Non-structural measures emphasize source control, maintenance of infrastructure, and land-use planning that increases infiltration and reduces impervious area where feasible. In contemporary practice, stormwater and wastewater systems are often designed as separate networks to prevent overloads; where separation is not possible, overflow management become essential.

Treatment options for hulevesien prior to discharge range from sediments and oil–water separators to biofiltration systems and constructed wetlands, depending on local conditions. Planning and regulation are guided by national and European frameworks, such as the EU Water Framework Directive, and by municipal land-use plans that promote resilient, low-impact development. Climate change adaptation commonly drives greater emphasis on green-blue infrastructure to absorb and slowly release runoff.
