Fytosanitær is the term used in Norwegian and Danish for measures intended to protect plant health by preventing the introduction and spread of pests, diseases and weeds that affect crops, forestry and natural ecosystems. These measures are applied at borders and within countries and include regulations, inspections, treatments, quarantine, monitoring, and certification processes designed to minimize agricultural losses and preserve biodiversity.

The concept is central to international and national plant health systems. The International Plant Protection Convention (IPPC) provides standards for phytosanitary measures, including ISPMs. National plant protection organizations implement these rules, and trade in plants, seeds, soil and related products is often conditioned by phytosanitary requirements such as certificates, permits, and approved production sites.

Key elements include pest risk analysis, surveillance and early detection, pest reporting, and risk mitigation measures. A common instrument is a phytosanitary certificate confirming that plant material meets health requirements. Import permits, treatment procedures (such as fumigation or heat treatment), and quarantine actions may be used to prevent pest introduction.

In international trade, the World Trade Organization SPS Agreement recognizes phytosanitary measures that are scientifically justified and not unnecessarily trade-restrictive. Regional frameworks, such as the European Union’s plant health regime, coordinate controls and allow for mutual recognition of pest-free areas and production sites.

Emerging trends include electronic phytosanitary certification (ePhyto), risk-based inspection strategies, improved pest detection tools, and climate-change-driven shifts in pest distribution. Effective fytosanitær systems require cross-border cooperation, adequate resources, and ongoing scientific risk assessments to respond to evolving phytosanitary challenges.
