Formålsbestemte is an adjective used in Norwegian to describe resources that are designated or restricted to a specific purpose. The term is commonly applied to funds, assets, or programs that are earmarked for a defined objective by a donor, a law, or a governance decision. When used in the plural form formålsbestemte midler, it refers to funds restricted to particular uses; formålsbestemte prosjekter or tiltak refer to projects or measures with a specified purpose.

In public administration and the nonprofit sector, formålsbestemte bevilgninger are budget allocations tied to a program or outcome. Such grants usually require reporting on how the money is spent and on whether the defined objectives are achieved. Formålsbestemte midler may also belong to assets or property reserved for a designated use, and their use is governed by agreements, statutes, or donor terms. If the designated purpose cannot be fulfilled, authorities may reallocate the resources, return funds, or adjust conditions.
