Foneemi is a fictional city-state and regional cultural center in the archipelago of the Nerean Sea. It operates through a hybrid governance model combining municipal councils and merchant guilds, and it is known for its canal network and ferry corridors that connect its islets.

The settlement arose in the late medieval period when fishing clans formed a defensive alliance to control maritime routes. Through treaties and industrial specialization—shipbuilding, glasswork, and data services—Foneemi grew into a regional hub of trade and learning.

Situated on a ring of islets linked by causeways, the city comprises the Port Quarter, the Old Quarter, and the High District. A central canal system and tidal docks support fisheries, shipyards, and markets.
