Disaster relief refers to the rapid provision of aid and services to people affected by disasters to save lives, alleviate suffering, and maintain basic living conditions. It encompasses emergency food and water, medical care, shelter, sanitation, protection, and essential services such as power and communications, as well as search and rescue and debris removal.

Relief operations are typically organized in phases. The immediate response focuses on life-saving needs and protection, followed by early recovery efforts to restore essential infrastructure and services. In the longer term, relief merges into rehabilitation and development activities aimed at reducing vulnerability to future events.

Actors include national governments, international organizations, nonprofit and non-governmental organizations, civil society, and the private sector. Humanitarian actors coordinate through established processes and, in many countries, use a cluster system coordinated by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) to organize sectors such as shelter, water and sanitation, health, and food security.

Donors fund relief through government aid budgets, multilateral institutions, and private philanthropy, while logisticians work to pre-position stock, manage transport, and ensure supply chain security.

Common challenges include access constraints due to conflict or geography, funding gaps and delays, coordination among many actors, protection of vulnerable groups, and the need to align relief with local capacities and longer-term recovery goals.
