DIRBS, short for Device Identification, Registration and Blocking System, is a regulatory initiative of the Pakistan Telecommunication Authority (PTA) designed to identify, register, and block mobile devices used on the country’s networks. Launched in 2018, DIRBS centralizes device information from telecom operators, customs authorities, and other sources into a unified database to prevent the use of unregistered, counterfeit, or stolen handsets.

How it works

DIRBS relies on the International Mobile Equipment Identity (IMEI) numbers assigned to mobile devices. Network operators cross-check a device’s IMEI against the DIRBS database in real time. If a device is not registered or is flagged as unauthorized, it can be blocked from accessing cellular networks until it becomes compliant. The system also maintains a public IMEI check portal that allows consumers to verify the status of their devices and guidance on registration.

The program applies to mobile devices that operate on public cellular networks within Pakistan. Importers, distributors, and retailers contribute to the DIRBS database by submitting IMEI data, and network operators enforce blocking rules.
