A deterrent is anything that discourages a particular action by creating a perceived cost or by reducing the perceived benefits of that action. Deterrents can be psychological, legal, institutional, or physical, and they function best when their expected impact is clear and credible.

In criminology, deterrence theory distinguishes general deterrence from specific deterrence. General deterrence aims to prevent crime by making an example of offenders so that others refrain from similar acts. Specific deterrence targets the individual offender, seeking to deter future offenses through punishment or sanction. Effectiveness is commonly linked to the certainty, celerity (swiftness), and perceived severity of punishment, with certainty often viewed as the most important factor.

In international relations, deterrence refers to preventing aggression through credible threats of retaliation or denial of benefits. Deterrence can rely on punishment—discouraging an adversary by threatening unacceptable costs—or on denial—making an attack unprofitable by increasing defenses or reducing expected gains. Credibility, capability, and the will to follow through are central to successful deterrence.

Deterrents appear across many contexts, including policing, sanctions, travel advisories, and security systems such as locks, alarms, and surveillance. They also include normative measures, like professional codes of conduct or public standards, intended to shape behavior without force.

Limitations of deterrence include misperception, incomplete information, and the potential for escalation or unintended consequences. Deterrence is difficult to measure directly, and its success often depends on broader social, political, and economic conditions. Critics argue that deterrence can be morally contested or destabilizing in some situations, while proponents view it as a central component of risk management and policy design.
