Components: Typical components include organizational culture and structure, governance and decision-making processes, funding and incentives, regulatory and policy contexts, stakeholder networks, user communities, and the available tools, methods, and methodologies. Material and digital infrastructures, laboratories, platforms, and workspaces also form part of the milieu.

Functions: The design milieu influences what problems are pursued, which design approaches are adopted, collaboration patterns, risk tolerance, and evaluation criteria. It affects speed, iteration cycles, and the distribution of power and expertise among participants.

Applications: Observations of design milieus can be applied to improve collaboration, inclusivity, and innovation.
