Codification is the process of arranging and systematizing laws, rules, or knowledge into a code or set of codes. It aims to create a coherent, accessible reference that consolidates scattered norms and standardizes terminology and procedures. In law, codification involves compiling statutes, principles, and rules into comprehensive codes that govern a particular domain, such as civil, criminal, or commercial law. A codified system seeks to reduce ambiguity, improve predictability, and facilitate enforcement by providing organized categories and authoritative texts. It contrasts with common-law traditions in which judges’ decisions interpret and fill gaps rather than rely on a single code.

Historically, codification has played a central role in the development of civil law. The Roman-law tradition influenced modern codes; the French Code civil (1804), the German Bürgerliches Gesetzbuch (1900), and other European and Latin American codes became models for many jurisdictions. Some countries maintain both codes and case-law, while others have fully codified systems with extensive statutory material.

Beyond legal texts, codification can refer to the formalization of knowledge, practices, or data. This includes linguistic codification, where language norms such as grammar and spelling are standardized; and coding systems in information management, medical classification (such as ICD codes), and library cataloging. Codifications can also appear in international law as efforts to convert customary practices into written treaties or protocols.

Benefits of codification include greater legal certainty, easier education and administration, and facilitation of cross-border commerce. Critics note that codes can become outdated, overly rigid, or fail to anticipate new developments, requiring ongoing revision and interpretation.
