Civilmilitär, or civil-military relations, refers to the patterns of interaction and balance of power between civilian authorities and the armed forces within a state. It encompasses how political leadership exercises control over the military, how military institutions influence policy, and the norms, rules, and institutions that govern this relationship. The central goal is civilian supremacy: ensuring that political authority rests with democratically elected civilians while maintaining an effective and professional defense.

Key elements include constitutional and legal frameworks that set the authority of civilian leaders; parliamentary or other civilian oversight over defense policy and budget; the subordinate status of the military to civilian authorities; and the appointment, promotion, and removal of senior officers by civilian leaders. Civil society, the media, and international norms contribute to transparency and accountability. Professionalization, civil-military education, and ethical codes also shape behavior, while the military’s operational readiness and autonomy are balanced by these civilian controls.

The field draws on theories such as principal–agent models, which analyze control and delegation, and on sociopolitical perspectives that stress legitimacy, institutional trust, and the socialization of armed forces. Effective civil-military relations aim to align defense policy with democratic values, national security needs, and constitutional norms, without compromising military effectiveness or secrecy where appropriate.

Locations and trajectories vary widely. In some democracies civilian control is strong and formalized; in others, history, regime type, or strategic culture can produce closer or more contested ties between military and government. Challenges include political meddling, coups, emergency powers, modernization pressures, and adapting to new security environments such as international coalitions and non-traditional threats.
