Civilförvaltningen, literally “civil administration,” denotes the civilian administration of a state—the branch of government tasked with implementing laws, regulating activities, and delivering public services in peacetime. It encompasses non-military, non-judicial public functions and is carried out by a professional civil service under the authority of elected government. The concept emphasizes governance under the rule of law and impartial administration rather than political decision-making in day-to-day operations.

In Sweden, the civil administration is organized through the central government and subordinate agencies, as well as regional and local levels. The Government Offices (Regeringskansliet) house the ministries, which oversee public agencies (myndigheter) responsible for policy execution. At the regional level, county administrative boards (länsstyrelser) represent the central government; at the local level, municipalities (kommuner) deliver many public services. The term "civilförvaltningen" is more often encountered in historical or analytical contexts; contemporary descriptions usually speak of public administration, government agencies, or the civil service.

Functions include implementation of laws, regulatory enforcement, registry and civil registration, administration of social services, education and health policy, taxation, infrastructure planning, environmental protection, and public procurement. Civil servants are expected to operate with neutrality and professional competence, subject to legal safeguards and parliamentary oversight. Reforms over time have emphasized transparency, accountability, and digital service delivery.

Origin and evolution: The concept arose with the development of modern bureaucratic states and has been shaped by administrative reforms in the 19th and 20th centuries, which sought to separate political leadership from administrative execution and to create a professional, merit-based civil service within the framework of constitutional government.
