Civilförsvar, or civil defense, refers to the set of organized measures by a government and its communities to protect civilians in times of armed conflict, war, and large-scale emergencies such as natural disasters. Its core aim is to reduce risk, save lives, and maintain essential societal functions, including power, health care, transportation, and communication.

Key components include risk assessment, early warning systems, public information campaigns, protective infrastructure and shelter, evacuation planning, mass care and sheltering, medical and rescue services, and the protection of critical infrastructure and government functions. Civilförsvar also covers preparedness training, drills, and coordination among police, fire, health, military, civil protection agencies, and local authorities.

Historically, civil defense emerged in the 20th century during the nuclear era and expanded to address a wide range of emergencies. In the post–Cold War period, the focus often shifted toward disaster risk reduction, resilience, and continuity of society, while maintaining the capacity to respond to conflicts if needed. International guidance, such as disaster risk reduction frameworks, informs national civil protection policies.

Today, civilförsvar emphasizes prevention, preparedness, and rapid response to natural hazards, pandemics, technological accidents, and other disruptions. It involves public participation, education, and transparent communication, and relies on interoperable systems for warning, shelter, and emergency services. Effective civil protection strengthens a country’s resilience and its ability to recover quickly after crises.
