The approach is grounded in the rights of the child and the principle that the child’s best interests should guide decisions.

International and national frameworks set the standard. The United Nations Convention on the Rights of the Child and its optional protocols establish principles of non-discrimination, participation, and protection from harm, while many countries enact laws mandating reporting of suspected abuse, establishing child welfare services, and regulating foster care, adoption, and juvenile justice. Practitioners include social workers, educators, healthcare professionals, law enforcement, and legal authorities, often collaborating across agencies and communities.

Core functions include identification and risk assessment, safety planning, and intervention. When a child is at imminent risk, protective actions may involve removing the child from danger and providing temporary care, alongside services to address family risk factors. Long-term work may involve guardianship arrangements, foster or adoptive placements, and ongoing monitoring, with a focus on the child’s rights, voice, and permanent outcomes.

Prevention and safeguarding aim to reduce harm before it occurs. Strategies include public awareness campaigns, parenting support, early childhood services, school-based safeguarding, safe online practices, and community networks that enable early reporting and support. Effective protection relies on confidential reporting channels, culturally sensitive practice, and data-driven assessment.

Challenges include resource constraints, case backlogs, stigma, and balancing child rights with family rights. Cross-border and marginalized populations present additional complexity. Evaluation focuses on safety outcomes, stable placement, and successful return to family life or independence, with ongoing attention to the child’s participation in decisions about their care.
