Chemical regulation, or chemical regulatory systems, comprises the laws, policies, and processes by which governments manage the manufacture, use, distribution, and disposal of chemical substances to protect human health and the environment. Regulatory regimes typically address registration and inventory, hazard assessment, exposure assessment, risk assessment, risk management, labeling and information disclosure, and enforcement. Key objectives include ensuring chemical safety, preventing harmful emissions, and supporting informed decisions by industry and consumers.

Common components include classification and labeling under the Globally Harmonized System (GHS); registration and authorisation schemes; restriction or phase-out of hazardous substances; risk management measures; and reporting and monitoring requirements. Important agencies include the European Chemicals Agency (ECHA) under EU rules such as REACH and CLP; the United States Environmental Protection Agency (EPA) and OSHA; and national regulators in other jurisdictions. Global coordination occurs through conventions like the Rotterdam (PIC) and Stockholm Protocols, and through the GHS framework, OECD work, and mutual recognition of safety data.

Major regulatory models: REACH in the EU requires substance registration with risk information; TSCA in the United States governs existing and new chemicals but has undergone modernization; other regions have similar systems (Canada’s CEPA, Australia’s NICNAS/AICIS, the UK’s post-Brexit framework). Challenges include data gaps, costs for compliance, especially for small firms, rapidly evolving science on nanomaterials, PFAS, and digital data management. Ongoing trends emphasize risk-based approaches, hazard communication, and global harmonization efforts to facilitate trade while maintaining safety.
