By contrast, land described as obebyggbar or non-buildable is considered not suitable for development under existing rules or constraints.

The legal basis for buildability in Sweden is primarily the Plan- och bygglagen (PBL) and the local planning process. Build rights typically arise through a detailed plan (detaljplan) or, in some cases, area regulations that designate land use, building height, density and other constraints. If a plot lies within such a plan, it is generally considered byggbar. If no plan exists or if the plan restricts development, the land may not be buildable until a new plan is adopted or the plan is amended. Building permits must be obtained from the municipality and are subject to national and local regulations.

Several factors influence buildability beyond zoning, including infrastructure readiness (water, sewage, roads, electricity), geotechnical conditions, environmental protections, flood risk, and heritage or nature conservation considerations. Changes to plans, financing, or municipal decisions can also affect whether previously byggbar land remains buildable over time. In real estate practice, labeling a plot as byggbar signals potential, but building rights must be verified with the relevant municipality and through the official plan and permit processes.
