Obebyggbar is a term used in Swedish land-use planning to denote land where permanent construction is not permitted under current planning regulations. The designation appears in planning documents such as general plans (översiktsplan) and detailed development plans (detaljplan). It signals that, under the prevailing rules, building homes or other permanent structures is not allowed on that site.

The reason for a land parcel being labeled obebyggbar can be physical, environmental, or legal. Physical constraints include unstable slopes, peatlands, flood-prone areas, or geology that makes foundation work impractical or unsafe. Environmental protections—such as nature reserves, Natura 2000 sites, wetlands, or areas with protected species—can also render land obebyggbar. Cultural and historical considerations, such as archaeological finds, as well as proximity to infrastructure or hazard zones (for example near airports or high-voltage lines), may restrict use. Legal restrictions, including conservation rules or municipal zoning decisions, further limit building rights. The term does not imply that building is permanently impossible in a technical sense, but that it is, under current planning, legally restricted.

Impact and procedures: If land is designated obebyggbar, you generally cannot obtain a building permit for permanent structures under the existing plan. Changing this status requires a formal planning process, such as a plan amendment or new detaljplan, which involves addressing planning goals, environmental considerations, and public consultation. Until such changes are approved, the site remains non-buildable.
