Typical provisions cover the procedure for obtaining building permission, structural and fire safety requirements, design and usability standards, site planning (setbacks, height limits, and land-use provisions), energy efficiency, accessibility for people with disabilities, and rules for demolition and renovation. They often set minimum technical standards and establish responsibilities for designers, builders, and owners.

Enforcement is generally carried out by local or regional building authorities. Projects proceed only after a permit is granted, and inspections verify compliance during construction. Violations may result in fines, orders to alter or halt work, or compelled remediation.

Jurisdiction and naming vary by country. In Germany, state-level Bauordnungen (LBO) implement national planning law (BauGB) and coordinate with municipal land-use plans. In Austria, Bauordnungen exist at the level of the states. In other German-speaking areas or in different regions, regulations may be titled Baureglement or Building Regulations. Despite variations, the overarching aim is to ensure safe, accessible, and environmentally responsible buildings.
