The goal is to support cross-institutional access and long-term viability of archival material by harmonizing metadata and enabling interoperability among heterogeneous repositories. Core components include persistent identifiers, metadata standards (such as METS, PREMIS, and Dublin Core), and interfaces for discovery, retrieval, and preservation workflows. Standards associated with archival information systems, including the OAIS reference model, guide the design of archival packages and preservation metadata.

Implementation approaches vary. A centralized index aggregates metadata from participating archives to provide a single search surface, while federated search allows queries to be directed to multiple repositories. Data integration layers or crosswalks map differing data models and vocabularies. For enduring access, packaging formats and provenance data must be preserved during transfers.

Benefits include improved user discovery across collections, stronger preservation through shared workflows, and reduced duplication of effort. Challenges include aligning metadata schemas, ensuring data quality, handling rights and privacy, and scaling the infrastructure. Governance and clear roles are required to maintain consistency over time.
