Arbeidsmarktoetsen is a Norwegian assessment designed to evaluate an individual’s readiness for participation in the labour market. The test is part of a broader system of labour market services offered by the Norwegian Labour and Welfare Administration (NAV). Its primary purpose is to identify vocational skills, assess potential hurdles to employability, and suggest measures that can facilitate an individual’s transition into paid work.

The test comprises both a paper-based component and an interview segment. Candidates are asked to complete a series of tasks that cover domains such as basic numeracy, comprehension, and problem‑solving. Additionally, respondents provide background information about education, work experience, and current skill gaps. The interview allows a NAV–employee to clarify answers, explore motivation, and discuss personal circumstances—including health or family responsibilities—that might influence job prospects.

Scoring of the test follows a standardized rubric. Results are reported in categories such as “low,” “moderate,” and “high” employability, which inform subsequent support measures. These can range from customized training programmes, apprenticeship opportunities, to financial incentives for employers willing to take on candidates identified as needing additional support. The ultimate aim is to reduce labour market fragmentation and improve employment outcomes for Norway’s most vulnerable workers.

The arbeidsmarktoetsen has been adopted across all local labour market acti­vity offices. Since its introduction, studies indicate that the structured diagnostics help reduce time to employment and improve alignment between workers’ competences and employer needs. Although the test is free for all participants, registrants must meet eligibility criteria, such as being a Norwegian citizen, a labour‑market beneficiary, or an active job seeker. The test is updated regularly to reflect changes in industry demands and educational standards, ensuring that its content remains relevant for the evolving labour market.
