Värdeförslaget, also known as the "Value Proposal," is a strategic document used primarily in the Swedish defense and security sector to outline the capabilities, requirements, and justifications for acquiring new military equipment or systems. The concept emphasizes a holistic approach to procurement, focusing on the overall value that a system provides rather than just its cost.

The process typically begins with a needs assessment conducted by the Swedish Armed Forces (Swenska Försvarsmakten) or other relevant authorities.
