Vollerschlossen

Vollerschlossen is a term used in German urban planning, real estate and land development to describe land or property that has complete public infrastructure connections and is ready for immediate development. It is often contrasted with unerschlossen (not developed) and teilweise erschlossen (partly developed).

A vollerschlossen site typically has access to public roads, a water supply, sewerage, and connections to the electrical grid. It may also include access to gas and telecommunications networks, as well as essential drainage, street lighting, and waste disposal facilities. The designation indicates that the main public works required to make the site buildable have largely been completed by the municipality or a developer, reducing preparatory costs for future construction.

In practice, vollerschlossen serves as a planning and marketing label that can influence land value and development timelines. The term is commonly used in the sale of building plots or industrial estates, signaling that buyers can start construction without waiting for major infrastructure outlays. It does not, however, guarantee planning permission, zoning compliance, or environmental approvals.

Legal and financial aspects often intersect with the designation: there may be development charges or “Erschließungsbeiträge” already settled as part of the acquisition, or the municipality may have borne the costs of the networks. Nevertheless, other regulatory requirements and local conditions remain relevant for any specific building project.
