ViikNarva

ViikNarva is a proposed cross-border urban district in Narva, Estonia. Conceived as a mixed-use development, the project aims to combine residential, commercial, and logistical functions in a compact urban quarter on the Narva River, facing the Russian town of Ivangorod.

The district would be located on the eastern bank of the Narva River, close to the city center. The plan calls for a riverside promenade, a light-industrial/logistics park, and a transit-oriented core organized around a redeveloped rail corridor and improved road links. Public spaces and green infrastructure would connect neighborhoods with the river.

Feasibility studies and international cooperation discussions began in the early 2020s as part of cross-border regional planning. ViikNarva remains a conceptual project; no formal construction has started, and approvals have not been finalized.

The district is envisioned to host logistics facilities, maker spaces, offices, and residential blocks. The cross-border position is intended to support trade between Estonia and Russia, supported by a potential river port, enhanced rail traffic, and a crossing-point corridor with customs and immigration facilities, subject to bilateral agreements.

ViikNarva would be overseen by a joint development authority comprising Narva City Municipality, Ida-Viru County, and cross-border representatives. The project would be funded through a mix of public investment, private development, and European territorial cooperation programs.
