Verohyödyt

Verohyödyt, a Finnish term, describe benefits arising from the tax system that reduce the cost of a given activity or increase disposable income. They include deductions, exemptions, credits, rebates, and preferential rates designed to influence behavior, support households, or promote specific policy goals. As tax-based instruments, verohyödyt alter the budgetary impact of policy just like direct spending, but with different distributional and behavioural effects.

Common forms are deductions and exemptions that lower taxable income; tax credits that directly reduce tax payable; exemptions for certain income or activities; and preferential rates or accelerated depreciation for targeted sectors. Governments may also create time-limited incentives to stimulate innovation, energy efficiency, or regional development. The size and scope of verohyödyt are often described in official budgets as tax expenditures.

Assessing verohyödyt involves estimating lost revenue and evaluating economic and social outcomes, including effects on work incentives, investment, and equity. Their effectiveness depends on design, including eligibility rules, phaseouts, and interaction with other policies.
