John Stuart Mill (1806–1873) expanded the theory in the 19th century, defending the principle of utility while introducing qualitative distinctions among pleasures and emphasizing individual liberty and reforms. Mill also framed utilitarianism as a guide for public policy and law, not only personal choice.

During the late 19th and early 20th centuries, thinkers such as Henry Sidgwick further analyzed utilitarian reasoning, its epistemology, and its relationship to rights and justice. In the 20th century, the tradition diversified into act utilitarianism and rule utilitarianism, the latter arguing that general rules tend to maximize utility, though distinguished from Bentham’s strict act-focused approach.

Another development is preference utilitarianism, which centers on satisfying individuals' preferences rather than maximizing pleasure per se; philosophers such as Peter Singer and other contemporaries have applied it to issues including animal welfare, poverty, and public policy. R. M. Hare’s two-level utilitarian framework and arguments for prescriptivist ethics also contributed to the modern landscape.
